Captain David L. Buckey is from Sacramento, California and graduated from California State University, Chico, California.  He was commissioned through Aviation Officers Candidate School in May 1981 and was designated a Naval Flight Officer in September 1982.

From 1983 to 1986, he was stationed at the Naval Air Station Barbers Point, Hawaii and Fleet Air Reconnaissance Squadron THREE. During this tour he was designated as an EC-130Q Mission Commander, NATOPS Navigation Instructor and NATOPS Airborne Communications Officer Instructor.  In May 1986, he was assigned to the Naval Postgraduate School in Monterey, California, where he received a master's degree in National Security Affairs.  In January 1988, he was assigned to the USS THEODORE ROOSEVELT (CVN 71) as the Electronic Warfare Officer.  Making USS Theodore Roosevelt's maiden cruise to the Mediterranean Sea in December 1988, he was designated a Tactical Watch Officer and an Officer Of the Deck, Underway. 

Captain Buckey reported to the Operations Directorate of the Commander in Chief, United States Atlantic Command as the TACAMO Projects Officer. In June 1992, he served as USCINCLANT Liaison Officer to the Joint Forces Commander overseeing Haitian migrant operations in Guantanamo Bay, Cuba.

In August 1992, Captain Buckey reported to Tinker Air Force Base and Fleet Air Reconnaissance Squadron THREE for his Department Head tour flying E-6A aircraft.  As Operations Officer, he received the 1994 Navy League of the United States "STEPHEN DECATUR AWARD FOR OPERATIONAL COMPETENCE".  In August 1994, he was assigned to United States Strategic Command as Operations/Plans Officer for Commander Task Force 124 and Commander, Strategic Communications Wing ONE at Tinker Air Force Base, Oklahoma.  In January 1996, he began his third joint tour as Chief, TACAMO Branch, Survivable Mobile Command Center Systems Management Division within the Operations Directorate of the United States Strategic Command at Offutt AFB, Nebraska.  Selected for command in 1996, he reported to Naval Amphibious Base Coronado, California and Tactical Air Control Squadron ELEVEN as Executive Officer in November 1996.  During his tour, he served as Air Officer for Commander, Amphibious Squadron ONE on board USS PELELIU (LHA 5). Deployed to the Persian Gulf, he participated in numerous exercises, contingency operations and Operation SOUTHERN WATCH.  Captain Buckey assumed command in April 1998.  In May of 1999, he reported on board USS John C. Stennis (CVN 74) as Navigator.  During the Stennis Millennium cruise, he again participated Operation SOUTHERN WATCH.  In July 2001, he reported as the Commanding Officer, Naval Satellite Operations Center, Point Mugu, California.  He assumed command of Tactical Air Control Group ONE in October 2002.  In January 2003 he assumed duties as CTF-51 Air Officer during Operation IRAQI FREEDOM in support of the largest deployment of amphibious based air power ever assembled.  

Captain Buckey's decorations include the Legion of Merit with Gold Star, Bronze Star, the Joint Meritorious Service Medal, the Meritorious Service Medal (2 Gold Stars), the Joint Commendation Medal, the Navy and Marine Corps Commendation Medal with Gold Star, the Joint Achievement Medal, the Navy and Marine Corps Achievement Medal and numerous Unit commendations and service ribbons.
